SERIKALI YASALIMU AMRI YA WABUNGE
Muswada wa Sheria ya Taifa ya Umwagiliaji wa mwaka 2013, jana ulipita kwa mbinde bungeni mjini Dodoma, huku Serikali ikisalimu amri kwa wabunge na kukubali kurekebisha baadhi ya vifungu vyake.Bila kujali tofauti zao za kisiasa, wabunge jana walisimama kidete na kuonyesha uzalendo wa hali ya juu, wakitaka sheria hiyo imlinde mzawa badala ya mwekezaji.
Moto huo wa wabunge uliwalazimisha Waziri wa Kilimo, Chakula na Ushirika, Christopher Chizza na Mwanasheria Mkuu wa Serikali, Fredrick Werema kusalimu amri na kukubali mapendekezo ya wabunge.
Msimamo wa wabunge hao katika kuibana Serikali, pia ulililazimisha Bunge kutengua kanuni zake na kuendelea na shughuli za kupitia muswada huo hadi saa 7:35 mchana, badala ya kusitishwa saa 7:00 kwa ratiba ya kawaida.
Serikali ilikubali mapendekezo ya wabunge hao na kurekebisha vifungu ambavyo sasa vinampa mmiliki wa ardhi itakayotangazwa eneo la umwagiliaji kuwa mwanahisa na kulipwa fidia.

Wayne Rooney: Ramires blocks a shot from the United striker
Wayne Rooney turned in an all-action display for Manchester United at home to Chelsea on Monday, but the game ended 0-0.
The
England striker started at Old Trafford against the club who have twice
tried to sign him this summer, and was at the heart of almost all of
United's best moves.
However, resolute defending from both teams prevented any real
clear-cut chances, and the match was more notable for a series of
penalty appeals - none of which inspired referee Martin Atkinson to
point to the spot.
Best of the match
- Man of the Match: United skipper Nemanja Vidic made 13 effective clearances - two more than his Chelsea counterpart John Terry - and was the most accurate passer of the ball on the pitch.
- Moment of the Match: On a night of several penalty shouts, the biggest came when Cleverley powered a shot into Lampard's arm, but referee Martin Atkinson wasn't convinced.
- Miss of the Match: Danny Welbeck was presented with a sight of goal inside the area but he couldn't balance himself well enough to get his shot on target.
- Talking Point: Despite his unsettled summer, Wayne Rooney was given a warm reception by United fans and put in a great shift. Is the transfer saga definitely over?

TOTTENHAM HIT TBILISI FOR FIVE IN EUROPA LEAGUE QUALIFYING MATCH
Roberto Soldado: Hit two for Tottenham
Tottenham are all but assured a spot in the Europa League proper after a convincing 5-0 win against Dinamo Tbilisi in Georgia.
Andros Townsend put on an impressive display that Gareth Bale would have been proud of.
The 22-year-old scored a superb solo goal to start the rout and he
outpaced his marker to supply the assists for Roberto Soldado's first
goal of the night and Paulinho's maiden strike for the club.
Danny Rose scored his first goal for Tottenham since his wonder
strike against Arsenal in 2010 and Soldado added a second to round off
the victory which almost certainly guarantee's Spurs' progression to the
group stages of the competition.
Even though he was some 2,200 miles away from London, Andre
Villas-Boas could not escape questions about Bale in the run up to the
game, and having seen technical director Franco Baldini despatched to
Madrid last night, it appears Spurs are resigned to losing their star
man.
CHELSEA MAY SCUPPER TOTTENHAM'S HOPES OF SIGNING WILLIAN
Chelsea are in advanced talks to sign Tottenham target Willian from Anzhi Makachkala according to Sky sources.
Spurs were ready to splash £30m on the midfielder, who has been offered a five-year contract at White Hart Lane. But the 25-year-old, who was also linked with Liverpool earlier in the summer, appears to be keeping his options open.
Chelsea have already been busy in the summer transfer window with forward Andre Schurrle arriving from Bayer Leverkusen for £18m. The Blues also splashed around £8m on Marco van Ginkel from Vitesse Arnhem, and £3m on fellow midfielder Cristian Cuevas.Source:Skysports.com
JOSE MOURINHO SAYS CHELSEA WILL WAIT TO MAKE FRESH MOVE FOR WAYNE ROONEY
Jose Mourinho has announced that
Chelsea will wait until after Monday's Premier League match with
Manchester United to make a third approach for Wayne Rooney. Chelsea
have identified Rooney as their primary transfer target of the summer
but have so far had two offers for the striker rebuffed.
United remain adamant that the
England international is not for sale
and he made an appearance as a substitute in Saturday's 4-1 victory over
Swansea City. The Blues are expected to test United's resolve yet
again, but
Mourinho insists it would not be appropriate to make a move before
Monday's meeting between the sides at Old Trafford. "I think this
period, by the ethical point of view, is a period where we're going to
be quiet."
